The finding that changed the crew campaign.

We read roughly fifteen live craft postings at Point Comfort and Port Lavaca. Not one offers per diem, and a Bilfinger pipefitter listing says so outright. That means a large share of the men working Formosa pay for their own bed out of a $22 to $30 an hour wage, and they book it themselves. Your $425 site is about $14 a day to that man. It is a consumer offer, not only a block booking, and nobody in this market is running it.

Two things to confirm before anything runs.

Every price across all thirty posts and both documents comes from the published 2024 rate sheet, and the crew numbers come from the 2025 plant worker offer. Confirm both are current for 2026. Everything else is answered in the fifteen questions at the end of the audit.

The read

Four things worth knowing before anything else.

You own something no other park on this coast can claim.

Matagorda County is the designated Birding Capital of Texas by act of the state legislature, a title that runs through 2035. The county has led the entire United States in the Audubon Christmas Bird Count 27 times since 1997 and logged 225 species in one season, the highest total north of the Mexico border. Five official Great Texas Coastal Birding Trail sites sit in or beside Palacios. Two are a short walk from your sites. Nobody in this market is saying a word about it.

Houston is closer to you than most Houstonians realize.

Two hours and twenty four minutes. 107 miles. Galveston is nearer but crowded, and Port Aransas is nearly twice the drive. You are the coast that has not occurred to them yet, and you have cabins and a bay house, which most parks do not.

Your rates are wrong in more places than they are right.

RoverPass currently lists your standard site at $32 a night. You charge $50. That whole listing runs 35 to 40 percent under your real prices. Campendium last recorded $55 in August 2023. Your own published rate sheet is labeled 2024. Guests arrive with one number in their head and find another at the desk, and that shows up in your value scores.

Nobody can book you online.

Your reservations page takes a request and promises a reply within 24 hours, and monthly stays are phone only. Across the camping industry, 60 percent of bookings now happen online and walk-ins have dropped 82 percent. Any campaign we run sends people to a page where they cannot finish. That is the first thing to fix, and it is worth more than any single campaign below.

One number that should shape every choice here.

A site rented by the month at $525 earns you about $17 a night. That same site rented nightly at $60 earns three and a half times more. Your winter inventory is finite. The waterfront and concrete pads should go to short stays at full rate, and the standard back-ins should carry the long stays. Two of the three campaigns we recommend are built around that split.

Remote workers Twenty two percent of RV households now include someone who works remotely, and more than half of those have worked from the rig. Any month of the year. They follow weather and internet. Monthly. Worth real money once the wifi supports it.

Winter Texan figures come from University of Texas Rio Grande Valley survey work, the best available data on this audience, though drawn from the Valley rather than the mid coast. Birding, RV ownership and booking figures come from the US Fish and Wildlife Service 2022 National Survey, the RV Industry Association 2025 owner profile, the KOA 2026 camping report and RoverPass 2026 industry data.

Birding Capital Base Camp

You sit inside the birding capital of Texas and a quarter mile from two official trail sites, and not one park in this market has claimed it. This campaign says it out loud and makes you the place birders stay.

Forty three million Americans traveled to go birding in 2022 and spent fourteen billion dollars on those trips. They skew older, they have money, and they book three to seven nights at full rate.

Birders 55 and up in Houston, Austin, San Antonio and Dallas. American Birding Association and Texas Ornithological Society members. eBird users. Gulf Coast birding groups on Facebook.

Crew Quarters

You already have a plant worker offer. It sits on a page and waits to be found. This turns it into an outbound program aimed at the person who actually books crew lodging, which is not the worker. It is the contractor's project manager or per diem coordinator.

Straight about the timing: the Exxon plastics plant in Calhoun County was put on hold in October 2025 with no new date, and the Dow reactor and offshore LNG projects are still in permitting. The dependable money right now is Formosa turnarounds and routine maintenance 29 miles away. The big projects are 2028 upside, not a 2026 revenue line.

Who we target
Turnaround contractors and staffing firms serving Formosa Point Comfort, the South Texas Project and the Bay City plants. Project managers, site superintendents and per diem administrators on LinkedIn, plus a direct call list.
The offer
Block booking. Five or more standard back-ins at a fixed monthly rate, one invoice, guaranteed availability. Cabins for supervisors.
When it runs
Year round. This is a sales program, not a season.

Almost no advertising cost, it fills your lowest yield sites, and one signed contractor can be worth more than a whole quarter of ads.

The Two Hour Coast

Houston is 107 miles away and most of that city has never heard of Palacios. A straight discovery play built on one fact they can check on their phone in ten seconds.

We would lead with the BayHouse and the cabins rather than the RV sites. Twelve hundred square feet, sleeps eight, a five hundred square foot deck over the water, $225 a night. Your highest revenue product, and it photographs better than anything else you own.

Who we target
Houston metro, 30 to 55, families with kids and couples without. Meta and Instagram into Houston, Sugar Land, Katy and Pearland. Google search on weekend getaway and waterfront cabin terms.
The offer
A two night waterfront weekend, sold on photography and video of the deck at sunset. Not a discount. A discovery.
When it runs
March through June, then September through November. Sit out the deep summer heat.
One thing to hold to
Cabins, the BayHouse and the rental RVs are no pets with a $500 fine. Pet friendly stays on the RV sites only.

Winter on the Bay

The Winter Texan long stay play. Demand is real, and there is a channel sitting wide open. WinterTexanInfo lists seventeen Gulf Coast towns and Palacios is not one of them. Neither is Port Lavaca or Matagorda.

Two things you should know. Canadian intent to winter in the United States fell twelve points to seventy percent last season, and Canadian campground bookings in Texas dropped twenty four percent, though that was the smallest drop of any Gulf state and the ones who came stayed four nights longer on this coast. Second, this audience is loyal to a fault. Two thirds return to the same park ten years running.

Our read
That loyalty is the whole story. A Winter Texan is won by referral and rebooking, not by advertising. Build a retention program instead. Rebook returning guests in March for next November and pay them for referrals that show up.
Worth doing either way
Get Palacios listed on the Winter Texan directories. Small job, long tail.

The Flounder Run

Matagorda Bay fishes year round for redfish, black drum and sheepshead, and the flounder run from October into December is the clearest peak on the calendar. You have a marina, two piers open around the clock with one lighted, and a fish cleaning table. A fisherman can pay you for a site and a slip in the same booking.

Who we target
Houston, Victoria and Austin anglers, 35 to 65. Texas Fishing Forum, bay fishing groups, and charter captain partnerships out of Palacios and Port Lavaca.
Worth knowing
Speckled trout limits tightened in March 2024 to three fish in a fifteen to twenty inch slot. Do not build around limiting out on trout.
Our read
A strong second wave. Run it once booking is live so the traffic has somewhere to land.

Desk on the Water

Stays of twenty eight nights or longer just hit an all time high, up nineteen percent in a single year. The median RV owner is now 49 rather than 53, and one in five RV households includes somebody who works remotely. A month on the bay at $500 is a real pitch to a person who can work from anywhere.

Remote workers 30 to 55 across the Texas metros, full time RV and nomad communities, and placements on Campendium and RV Life.
Why we are not running it yet
Unreliable wifi comes up again and again in your reviews. Selling a month of work-from-here and not delivering buys thirty days of revenue and a permanent one star review. Fix the network and this becomes a good campaign.

Why these three together.

Birding, Crew Quarters and the Two Hour Coast never compete for the same site on the same night. Birding takes your premium waterfront pads in December and April. Crew Quarters takes standard back-ins all year. The Two Hour Coast takes the cabins and the BayHouse on spring and fall weekends. Three campaigns, three different pieces of your inventory, three different parts of the calendar.

What we would fix first.

No online booking

A request form with a 24 hour reply, and monthly stays by phone only.

Sixty percent of camping bookings happen online now. Every campaign sends people somewhere they cannot finish. This is the biggest single leak, and everything else is worth less until it is closed.

Rates are out of date everywhere

Your rate sheet is labeled 2024 and third party listings run 35 to 40 percent below your real prices.

Guests show up expecting $32 and get $50. That conversation happens at your front desk and lands in your reviews.

Old reviews are outranking new ones

TripAdvisor sits at 3.6 out of 5, with sleep quality at 2.0 and value at 2.7, mostly from 2015 to 2022.

TripAdvisor is what general search shows first. It is burying your much better standing on RV Life at 8.6 out of 10 and your 9/9/9 Good Sam inspection.

Three different business names

And your Good Sam listing carries your best inspection score with no photos on it.

Search and review credit is being split three ways instead of stacking in one place. Both are free to fix.

Your own pages disagree

Site count, slip count, whether there is a hot tub and a clubhouse. Two leftover pages target Austin and New Braunfels.

It confuses guests and it confuses Google. The New Braunfels page appears to be a leftover from a template.

No email capture anywhere

There is no signup on any page of the site.

Every campaign here builds an audience you currently have no way to keep or reach again.

Where to start.

Turn on online booking. Publish 2026 rates. Correct the third party listings. Claim the Good Sam listing and put photos on it. Add an email signup. Then we launch. We have already built a working example of the booking experience so you can see exactly what we mean.

Nothing here is a test. These are the gaps we could not close from the outside, and your answers change what we build. Short answers are fine.

The campaigns

  2. How many RV sites do you actually have? Your site says over 101 and Campendium says 155.
  3. How many cabins, and how many people does each sleep?
  4. How many wet slips? We found 60, 75 and 76 across different sources.
  5. Is there a boat ramp on the property? Is there bait or fuel? We could not confirm any of the three, and it comes up constantly in fishing searches.

How you show up online

  1. You appear as Serendipity Bay Resort RV Park & Marina, Serendipity Bay RV Resort Cabins & Marina, and Serendipity Bay RV Resort. Which should be the real name everywhere?
  2. Do you have an Instagram account? We could not find one. Who runs the Facebook page day to day?
  3. Do you have an email list of past guests anywhere, even a spreadsheet?
  4. Do you offer Good Sam, FMCA, military or Passport America discounts? None are published, and you are a member of two of those clubs.

What happens on the property

  1. What are the planned winter activities, and is there a calendar we can publish? Right now it lives in a widget search engines cannot read.
  2. Do you have recent photography of the cabins, the BayHouse interior and the pool? Most of what is online is the marina, and the cabins are your highest revenue product.
  3. How far ahead can you take a booking, and is there anything about the property in 2026 a guest would notice that we should know about?

We went looking for where crew lodging actually gets bought on this stretch of coast. What we found changes the campaign, and it is good news for you.

The finding that changes everything

Point Comfort is largely a no per diem market. We read through roughly fifteen live craft job postings at Point Comfort and Port Lavaca from Bilfinger, BrandSafway, Turner Industries, Palacios Marine & Industrial, Marquis, Standard Constructors, Clark Constructors and Pro Mechanical. Not one of them advertised per diem or housing. A Bilfinger pipefitter listing at Point Comfort says it outright: this site does not offer per diem.

What that means for you. A large share of the craft working Formosa is local hire with no lodging subsidy. The man is paying for his own bed out of a $22 to $30 an hour wage, and he is booking it himself. He is not waiting on a coordinator.

So your $425 site is not only a business to business product. It is a consumer product, and the arithmetic sells it without any help from us.

How to be in these groups without getting thrown out. These are job boards. Almost all of them ban vendor advertising, and a post that reads like an ad gets you removed on the first offense.

Join with your personal profile, not the business page. Put Palacios, Texas in your bio. Then do one thing only: answer the question when somebody asks it. These groups get a steady stream of men asking where to stay near Point Comfort. Reply in the thread with a plain factual answer. Distance, price, what is included, whether you have room. One comment. No link, no emoji, no pitch. Let them message you.

Never post to the feed in a job group unless an admin tells you a housing thread is allowed. If you want feed presence, buy it. Industrial Projects Report sells placement, which turns a ban risk into a paid channel.

When you answer a thread in an RV group, say you own the park. Something like "I own a park in Palacios so take this with a grain of salt, but here is what it costs." That disclosure is what keeps you from being removed, and it reads as honest rather than sneaky.

The birding move. Birders do not want advertising. They want sightings. So post your own bird list from the property once a week. A photo of a roseate spoonbill on your shoreline with "seen this morning at the resort" is a sighting report and an advertisement at the same time, and it is welcome in every birding group there is. Also get the property listed as an eBird hotspot.

Two honest gaps

Winter Texans. We could not verify a strong Winter Texan Facebook group outside the Rio Grande Valley. That world is Valley centred and Palacios is off that axis. We would put that effort into birding instead, where you have a real credential.

Houston. We could not verify a Houston specific camping group either. The Houston demand is real, we found people asking about it inside the national RV groups, but there is no obvious group to join. Answer those threads and put the Houston effort into paid geo targeted ads instead, which is a cleaner channel anyway.

Who to call for crew business

Headquartered at 2392 State Highway 35 N in Port Lavaca, twenty minutes from you, with operations in Freeport, Houston, Corpus Christi, Deer Park, Louisiana, Alabama and Jamaica. They move crews between Gulf Coast sites for a living. They are hiring scaffold builders, bolt-up and skilled trades right now.

Phone: 361-893-5390. They are local, they know Palacios, and the name is literally your town.

The badging line, and why it matters

Every contractor working Formosa Point Comfort has to badge through one of four safety councils: the Alliance Safety Council in Baton Rouge, HASC in Pasadena, the Safety Council of Southwest Louisiana in Lake Charles, or the Brazosport Safety Council in Freeport.

Two of those four are in Louisiana. That tells you crews are travelling to Point Comfort from Baton Rouge and Lake Charles, and travelling crews need beds. There is also a Formosa badging office at 2313 FM-1593 in Point Comfort. A man standing in that line has just arrived and does not have a place to stay yet. That is the highest intent physical spot in your whole market, and a stack of one page rate sheets left where he can pick one up will outperform a lot of advertising.

Job titles to target on LinkedIn

They control the lodging line: turnaround manager, turnaround coordinator, turnaround logistics planner, site leader, project director, project manager, construction manager.

They feel the pain: site superintendent, general foreman, craft recruiter, recruiting manager, safety manager. The safety manager knows the headcount before anybody else does.

They sign: procurement manager, travel coordinator, regional operations manager.

The universe here is small, maybe sixty to a hundred and fifty people you can actually find. That is good. It means you can work the whole list by hand.

A four touch outreach sequence that does not read as spam

  1. Day one. Connect, no pitch. "Neighbor in Palacios. We run the RV resort on Tres Palacios Bay, twenty nine miles from Point Comfort. Connecting with folks running work at the plant." Under three hundred characters. No ask.
  2. Day three to five, once they accept. One message, one number. "Not selling you anything today. Just so it is on file, we hold blocks of RV sites and rental units at $425 a site per month plus electric, prorated at $19 to $23 a day on the last month, rental RVs at $1,000 a month. Twenty nine miles to Point Comfort. If a turnaround ever leaves you short on beds, that is the offer." Then stop.
  3. Day twenty. Be useful, do not follow up. Send them something worth knowing. "Heads up, the South Texas Project has an outage window coming, it usually tightens rooms in Bay City." Now you are a source, not a vendor.
  4. Day forty five. The only real ask. "Can I send a one page rate sheet to whoever handles crew lodging on your side?" This is the money question, because what you actually want is the name of the coordinator, who is almost never the person you connected with.

After that, quarterly, timed to turnaround season. Never weekly.

Do the unglamorous version too. Print two hundred one page rate sheets and physically visit the PMI office in Port Lavaca and the Bilfinger site office at Point Comfort. In this industry a walk in from a local owner beats five hundred LinkedIn messages. LinkedIn's real job is to get you the name before you walk in.

Turnaround season, and when to sell

Per the American Fuel and Petrochemical Manufacturers, turnarounds run in spring and fall, deliberately scheduled before and after the summer driving season when demand is low. Each unit turns around every three to five years, an event runs weeks to months, and the work is planned years ahead. AFPM also notes there is a limited pool of specialists who travel the industry to staff them. Those are the men who need beds.

The South Texas Project at Wadsworth, in your own county, schedules refueling outages in spring and fall on an eighteen month cycle per unit across two units, which works out to an outage roughly every nine months on site. Each one brings hundreds of craft professionals from across the country. Unit 2 ran thirty five days from October 2025. Unit 1 ran thirty two days from March 2026.

One thing we could not verify: exactly how far ahead crew lodging gets booked. The turnaround itself is planned years out, but the beds usually get sorted once headcount is locked, which is late. The calendar above is our reasoning, not a cited figure. If you get one thing out of a contractor call, ask them this.

One conflict to manage. Spring turnaround season and spring bird migration are the same weeks. Hold back a defined block of waterfront pads for birders rather than selling the whole property to a crew, or you will lose the higher yield guest to fill the lower yield one.

1408 N Ben Jordan Street, Victoria. 361-572-0299. Associated Builders and Contractors. Their members are literally the contractors on your target list, they are ninety minutes away, they run safety training and a construction academy, and they run a fishing tournament.

Why it matters: you are a marina on Tres Palacios Bay. Sponsoring a contractors association fishing tournament puts your name in front of exactly the right room, in the one context where you have something nobody else has. Ask about dues and about sponsoring the tournament in the same call.

That is the highest return single action on the leisure side of the business.

Posting cadence

Your own Facebook page, two to three posts a week

LinkedIn, one to two posts a week from your personal profile

Not the company page. Company pages get a fraction of the reach. Text or a single image, no links in the post body. What works here is specific and numerical: "Bay City hotels fill during STP outage weeks. Here is what forty beds twenty nine miles from Point Comfort costs."

What works and what fails with this audience

Works: the price stated plainly in the first line, a real human face, water and drone shots, "three sites left for March," a photo of an actual guest's rig with their permission.

Fails: stock photos, flyers with six fonts, hashtag stacks, anything that reads like a corporate ad, and pasting identical copy into several groups. Facebook flags duplicate text across groups. Rewrite every one.

Three rules that matter more than any post.
One phone number everywhere, (361) 972-5454, and somebody answers it at six in the morning and eight at night. Crew coordinators call, they do not fill in forms.
Answer speed is the product. In turnaround lodging the winner is whoever confirms twenty beds first.
Never use the phrase "man camp" in anything a leisure guest might see. Say crew and contractor lodging on LinkedIn, waterfront RV resort everywhere else.

The first thirty days

Week one, free and fast

  1. Claim and fill out the Google Business Profile. Add extended stay and monthly rate attributes. This is the biggest single lever in this document.
  2. Call LodgeLink at 1-844-590-5465, confirm they take RV parks, and list. It is free.
  3. List the monthly site on Facebook Marketplace under Property Rentals.
  4. Claim the RV Life page and add photos to the Good Sam listing.
  5. Correct the RoverPass rates.

Week two, join and listen

  1. Join the five turnaround groups with your personal profile. Post nothing. Read for a week.
  2. Join RV Park Reviews and Roadtreking. Same.
  3. Join Gulf Coast Bird Club and Birding the Upper Texas Coast.
  4. Start the habit: fifteen minutes a day answering "where do I stay near" threads. This one habit will probably outproduce everything else on this list.

Week three, pick up the phone

  1. Build the one page rate sheet. $425 plus electric, $19 to $23 prorated final month, $1,000 rental RV, twenty nine miles to Point Comfort, (361) 972-5454.
  2. Call Palacios Marine & Industrial at 361-893-5390.
  3. Call ABC Texas Mid Coast at 361-572-0299 and ask about dues and the fishing tournament.
  4. Call Mike Ferdinand at the Matagorda County EDC, 979-245-8913.
  5. Join the Port Lavaca and Palacios chambers.

Week four, get physical and get the season started

  1. Print two hundred rate sheets. Drop them at the PMI office in Port Lavaca and around the Formosa badging office at 2313 FM-1593.
  2. Email Matagorda Bay Birdfest about 2027 sponsorship.
  3. Post the free Workamper News ad to recruit a workamper couple for the season.
  4. Start the LinkedIn sequence with twenty names from Bilfinger, BrandSafway, Turner and PMI.

What to measure
